Elaine M. Surowick, 64, is believed to have been outside in the elements since sometime around 8 a.m., according to Investigator Gallup. A search involving both state troopers and Manlius police officers remained underway at around 11 p.m. Wednesday.

“Witnesses have reported to us, and this is unverified, that her clothing was inadequate for the weather; she was wearing sweaters and shirts in layers and didn’t have a coat and jacket,” Gallup said. “They said she was pretty much soaked.”

Surowick was staying with a friend in Manlius, which is near Syracuse, according to Gallup. Police think she was taking her dog Cha, a tan Australian Cattle Dog, for a walk.

Gallup confirmed the details of an earlier CNY Central report that Surowick may have been wearing a dark colored sweater jacket, green or olive colored twill pants, boots, and either a tan or a light-brown colored knit hat.

The investigator also said that authorities have confirmed that multiple bystanders saw Surowick walking on Route 173 near Syracuse based on reverse 911 calls.

Officers’ search may stretch into Thanksgiving Day. Surowick has “probable health issues” so time is critical, according to Gallup.

“I’m hoping we find her tonight,” Gallup said.

Police say anyone with information about Surowick’s whereabouts should call them at 315-682-2212.
