ITHACA, N.Y. — A man convicted of attempted rape and has been accused of regularly flashing and harassing women in the city of Ithaca is back in jail and facing new allegations.
Floyd Slater is accused of violating probation and exposing his penis to several women in public. He is also a registered sex offender. According to online documents, he was convicted May 23, 2013 of felony second-degree attempted rape of a 14-year-old girl. He was sentenced to six months in jail and 10 years of probation.
The Ithaca Voice first reported on Slater in the fall of 2016 when he was accused of three separate incidents at Cornell University where he shouted obscenities at women and, on one occasion, exposed his penis in front of a woman. He blamed the latter incident on dropping coffee in his lap and wanting to change his pants.
He was sentenced to jail time and released in April 2017 on 90-day electronic monitoring.

Here is a list of the new allegations against, per court documents filed by the Tompkins County Probation Department:
- Sept. 15, 2017: Slater allegedly exposed his penis to a female customer at Wegmans
- Nov. 11, 2017: Slater allegedly exposed his penis to a female customer at Wegmans
- Dec. 28, 2017: Slater allegedly had six long guns in a room at his home, which is in violation of his probation. (He said the guns belonged to his grandfather.)
- Jan. 19, 2018: Slater allegedly exposed his penis and masturbated in his car at Stewart Park so women could see him. He also is accused of following them in his vehicle and was seen near Ithaca High School.
- Jan. 24, 2018: Slater suspended from the Sex Offender Accountability and Responsibility Program, which is a requirement for his probation.
He appeared in Tompkins County Court on Feb. 16 for the probation violation and is currently being held without bail.
In Ithaca, there were two separate incidents reported downtown last week in which women reported being flashed or grabbed by a man. At Cornell University, a woman also said a man exposed himself to her while she was in the shower at Founders Hall, located near Gothics Way.

Ithaca Police Sgt. Barry Banfield said the department is aware of the accusations against Slater. But he said the cases from last week are still being independently investigated and are still open.
Slater has not been charged with anything new, but court documents indicated that there are “pending charges” against him for the Jan. 19 incident.
