ITHACA, N.Y. — A 19-year-old Ithaca resident has been charged with felony assault after police say he shot a person with a flare gun, causing third-degree burns.
Razeah S. Flanigan, 19, was arrested Thursday and charged with first-degree assault, Ithaca police said in a news release. At about 3:11 p.m. Monday, Aug. 12, officers from the Ithaca Police Department responded to the 500 block of West Seneca Street for a report of a possible gunshot victim. At the scene, they found a man who had third-degree burns on his arms, which police said were a defensive injury. Items on the porch were also smoldering or had burn marks.
The victim was transported to a trauma center for medical attention, police said.
After an investigation, police said, Flanigan was interviewed and arrested Thursday, Aug. 15, and later arraigned in Ithaca City Court before Judge Richard Wallace. He was remanded to Tompkins County Jail for the charge as well as violating the terms of his probation, police said.
Ithaca police say “additional persons of interest have been identified” and the investigation is ongoing.
