UPDATE (6:55 p.m., June 21): The number of people without power has now grown to 2,796 people, according to NYSEG.
UPDATE (5:15 p.m., June 21): The number of people in Tompkins County without power has dropped to around 1,000, according to NYSEG, but there are more storms approaching the area: a severe thunderstorm warning is in place until 6 p.m., with the previously mentioned severe thunderstorm watch in place until 9 p.m. The National Weather Service is warning about sizable hail during the storm as well.
A Tompkins County Department of Emergency Response official said the only street that is entirely closed is Cliff Street, though there are portions of other roads that the Ithaca Fire Department is blocking off temporarily to allow NYSEG time to clear roads at least.

TOMPKINS COUNTY, N.Y.—NYSEG is reporting that 2,560 people (as of 4:04 p.m.) in Tompkins County do not currently have power due to the intense rain storms currently hitting parts of Tompkins County.
Of the 2,560 people without power, just over 2,000 of them are from the City of Ithaca, the Village of Cayuga Heights and the Village of Lansing. The county has issued a Swift911 alert stating that “Cliff Street (Route 96) in the City of Ithaca is closed due to downed trees and power lines.”
The county issued an additional warning to generally use extreme caution as several roadways are facing downed trees, power lines, etc.
A severe thunderstorm is in place until 9 p.m. for Tompkins County.
